Council of Commissioners

 The Council of Commissioners is the supreme organ of the Commission. It is composed of seven (7) commissioners including the Chairperson and the Vice Chairperson appointed by Cabinet and approved by the Senate.

At least thirty percent (30 %) of the Commissioners shall be females. Commissioners shall be appointed and dismissed by a Presidential Order. The term of office of the Commissioners shall be four (4) years which may be renewed only once. Commissioners shall serve on a non permanent basis.

 Mission of the Board of Commissioners  

The Council of Commissioners is responsible for:

Following up the execution of the Commission’s missions;  adopting the report and activity plan of the Commission; appointing the Commission’s staff; adopting the draft budget proposal ;taking all decisions aimed at facilitating the Commission to achieve its mission; adopting the Commission’s internal rules and regulations.

Rationale: This function would not negate public servants’ rights to appeal through the courts, but should help to ensure that such action is rarely necessary. Initially, it is likely that many appeals will come directly to the PSC. Internal procedures for dealing with grievances are weak. Precisely because public servants have traditionally been selected on grounds favoritism or nepotism, many cases may be too sensitive for the appellant to be able to use an internal procedure in the first instance. This should change as civil service regulations enforce proper internal grievance mechanisms.
